Lack of functional need for car repair business

A retrospective application for a mobile home associated with a car repair and breakdown business in the Devon countryside was dismissed on the grounds that alternative accommodation might be available in a nearby village.

An inspector concluded that there was a need for one or more workers to be readily available. However, he considered that this need could be met by a house in the nearby village some 5-10 minutes drive time from the site. Additionally, he was not convinced that the business would continue to be financially viable, in part because the appellant had failed to pursue his business plan for development of the business.
