The site had formerly been used as railway sidings and as a coal yard which had resulted in some ground contamination. The inspector noted, however, that the land appeared to be almost entirely sealed with hard surfaces. Water used in the operation flowed to a number of drains within the site although what then happened to it was not clear. In his view, there appeared to be a good possibility that remedial measures could be implemented to ensure that any run-off did not mobilize any existing contamination beneath the site. A condition was worded so as to require the use to cease unless adequate drainage details were provided.
