Tranquillity undermined by bottling plant

A scheme involving the bottling of water extracted from an aquifer in north Wales failed because it would undermine the tranquillity of the area.

The scheme involved erecting a building extending to 260m2 together with constructing a parking area and access. An inspector concluded that the proposed access and impact on the setting of a listed building would be acceptable. Nonetheless, it would lead to an increase in commercial activity in the countryside which would disturb the tranquillity of the area. The fact that the building itself would appear relatively unobtrusive was insufficient reason for allowing built development in such a location, particularly since it was not clear that alternative locations which better complied with the council’s policies might exist and had not been fully examined by the appellant.
